Anyone know what these are? came on the boat and don't have a clue.

Looks like pedestals for helm seats. Maybe some sort of teak (or other material) went where screw holes are showing. Or could be some kind of mast or tower support bracket.
 
This is intended to be fixed in your bilge. The round part goes on the ankles and this is intended to be used for any mutineer you may have aboard. :)

Maybe they mount to the cabin top and were to hold up paravane poles when not in use.

Maybe footrests that mount on the seat pedestal.
 
If the inside diameter of the circular clamp is 2 7/8” to 3” when closed, it is likely a foot rest bracket for a seat pedestal.
