Holt Machinery is the Cat dealer for South Texas. They had, or have, a shop on the docks in Aransas Pass.

Elite Diesel recently opened up in Rockport. I don't have any experience with them, but they are also in the Clear Lake area so someone from Houston and Galveston may have some thoughts.
