My opinion is that you should not be able to "create" a leak in a properly bedded through hull by sanding, sandblasting, or otherwise disturbing the hull around the through hull.

The fact that you now have a leak is more symptomatic of a through hull that was marginally sealed than of any poor workmanship by the yard doing your bottom job.
 
You made a good point. Either the job ten years ago was done with bad quality by the reputable yard which worked on POs expense or the subcontractor of my yard now failed. I'm interested in a longterm relationship to a yard working on reliable quality level. From that perspective ...
Lessons learnt might be: Don't rely on reported reputation. Stay with the locals.
