If this just started all of a sudden then I to would be inclined to lean towards a gay fm switch. First though start with something very simple. If you put paper in you head then try lifting the foot pedal and filling the bowl with water. Do this several times and see if it helps. It could be something as simple as stuck paper in the duck valves.

You want to do lots of clear water flushings before you tear into things. This gives you a small piece of mind that you wont run into any danglers
 
Vacuum switches very rarely go bad. And they are easy to test. So don't go out and buy a new one till you know for sure that's it.

Well I flushed it several times and its working, go figure.

Not uncommon. Not sure if it relates to your situation Tim, but one of the biggest mistakes people make with these heads is not flushing enough water through them if there is any solids, including mere toilet paper in the flush; need to hold the peddle down for a three count. Flushing a nice big gulp of distilled white vinegar through every now and then doesn't hurt either.
