Nope. It would appear the inside of the plastic lens is delaminating...

There is probably a speedometer shop in the Portland or Seattle area that can repair that. On the east coast, Lauderdale Speedometer is great for that kind of thing, if no luck out west you might try them as they are very familiar with boat issues.

I've seen similar issues like that. Never really sure why one gauge will do it and the others stay fine. Time for a new lens. As others have mentioned contact a local speedo shop or VDO.

I would try drilling a top and bottom hole with a 1/16 drill to let the water vapor out.
