Close, but no cigar. It is a life raft for airliners. They tried it out in a pool and now want to see if it will work on the ocean.

That would have been my guess. The visible end is obviously designed to allow people or equipment to be dragged into the raft. I was a Fire Department rescue diver during my career, and we did a lot of ocean rescue training. I am sure that is why I think it is obvious

It is not impounded. It in just sitting in a slip close to the impound dock.
