My Perkins don't have a relay controlling the power to the fuel shutoff solenoid. The power to the FSS comes through a single wire from the push button stop switch at the helm. No power, the engine runs; apply power to shut it down. Must be pre-Lucas. But I wish I had Morse cables instead.
Does yours require power to open the fuel shutoff? Remove power to shut down?
