Beats the heck out of me but I know it's not a Perko, or a Groco. I'm pretty sure it's not a Buck Algonquin or old Wilcox Crittenden.
Take the basket out and compare it to photos in marine catalogs. Or take it to your favorite marine retailer and see if they can match it.
It's already out of the boat so it would be pretty simple to replace the entire strainer with one that has repair parts readily available.

Looks like an old "Oval Stainless" unit from the UK. Not sure if they make strainers anymore but they still make other marine stuff. You might try them for parts
