The Charleston moorings are private, like the ones off Georgetown SC and Beaufort NC, and the few at Beaufort SC. Not sure what the implications are of picking any of them up if empty; many places in the Northeast it is OK but you have to move if owner shows up; you have to know the local custom ahead of time.

One thing you don't know (especially us) is if the "unregulated" mooring is stout enough for your boat. Heck, I had the painter break off in my hand at Vero Beach once on a so-called "big boat" mooring (most at Vero are designed to raft three boats), and I am not that strong! We subsequently ran our own line right to chain. Also, it my not be obvious on a private mooring how it is rigged. There are many many variations. I like to be able to discuss all that with the harbormaster before hand.
