prop spurs and cutters

Around San Diego kelp can be -- is -- a problem. Am considering installation of cutters or spurs. Find many different types available but the reviews of their efficiency are mixed at best. Would appreciate recommendations.

I'm not sure how much help "spurs" will deliver when running through kelp.
Lobster traps..yes but kelp?
