We had a 21 kw Onan that had a similar problem. The wire run from the start battery was too long for the wire size. Moved the battery close to the starter and it start instantly every time.

FWIW, today I started the generators without using preheat and they started exactly the same as with preheat.

So either preheat doesn't help when the generator room is 85 degrees or I have glow plug problems.
