Oh the permits I've dealt with in my life, but the funniest was still as a kid. See we bought a lot on the lake just for weekends and we purchased a boathouse that was several miles up the lake. Drove the boats inside it and drove it home like that. To other people it just looked like a self propelled boathouse. Now that was the easy part.
It had been on the lake for years and did have full electric. However, we needed to get electricity run to it so needed a pole to be placed and electric from it to the boat house. Also we wanted to get the electric all checked out to be sure the wiring was good. Well, couldn't get inspected by the county or an electrician licensed in that county as they wouldn't approve wiring to a boathouse. Oh, and couldn't get electricity run to it. Permanent electricity that is. But got it inspected by someone not licensed in that county and also found out we could get a temporary service. Electric to the poll near it and then we could run lines from the poll to the boathouse. But just a temporary service, not permanent. We asked how long the limit on temporary was. We were told by the power company there was no limit. So, got temporary and the last I knew which was 25 years later it's still in use the exact same as it was on the same "temporary service." I'm guessing we're to year 30 of temporary by now and no change.
