Boeing didn't what to change the type certificate. They wanted to squeeze the MAX into the old 737 type certificate so the type rating would be the same. Maintaining the same type rating was one of their key goals and there were big penalties due the customers if they couldn't do it.
 
A year ago, airlines thought they needed it. Now no one does. All airlines have more planes today than they require.
Virgin Australia has resurfaced debt free after "bankruptcy" and will halve its fleet of 737s. It delayed/cancelled a Max order, long before going down the toilet. There will be some cheap used planes available.
Amazingly, Rex (aka Regional Express),an enhanced regional commuter airline flying 60 turboprop Saab A340s(nothing like an Airbus A340!) intends setting up an east coast network flying either 737s or A320s, not withstanding the parlous state of airlines the world over. It`s said Rex runs on the smell of an oily rag, as economical operators they just might just succeed. The planes won`t cost much,and they already have terminal space.
