Hole in wall of side step

1978 Prairie 29ft.
Can someone tell me what these holes were cut for? Is it factory cut. I don’t think so. To ragged. Have same hole on both sides of my 29 Prairie. These were covered with a piece of teak. The two steps were covered with teak. Took off the refinish and found standing water inside. Thinking about glassing them in before replacing teal steps

There's no telling why previous owners did anything. Are there wires in there? Maybe they added something and needed access to run the wires.
 
I have the same on both sides of my prairie 29 and it is the blower to remove the vapors from the engine room.
 
Capt Marvin. I don’t think so because I got vents just go the left of hole on starboard side and same just to right on port side. I guess a previous owner could have installed the long gated vents and covered up the ones under steps. Thanks for your thoughts.
