Cutlass flange seal?

I am assembling the cutlass and bearing onto the flange on the top of the stern prop tube. Here is the whole intact assembly:

The next pic is a view pulled apart showing the cutlass and its flange

The last pic shows the stern tube flange. It has a groove where the two flanges meet. When I disassembled them there was some silicone in the groove. I doubt it was water tight. What is supposed to go there an o ring? or would gasket maker permatex work?

Form a gasket would work , but I would cut a gasket from 1/8 neoprene as a slight problem in the shaft , the stuffing box will have to absorb the shake.
 
Good idea. Maybe the cutlass bearing will Steady the shaft
