Welcome to the forum. To me it looks like either the boat was not properly prepared prior to the bottom coat being applied or you have some sort of osmosis happening. Have it checked and fixed before it gets too bad. Is this all over the boat or only one spot??

Welcome aboard. What type of bottom paint is it?

Call a paint rep and have him take a look. I’ve seen paint reactions that look like blisters but weren’t.

Thanks for the replies. It is Micron Extra paint and it is happening above the trim tabs and drain plug. Also an area around a stainless steel exhaust port.

It looks to me like current leakage through those fittings.

What condition is your bonding system in? If it is just happening around below water metal it could be a bonding/anode problem.
