Sending parts to the Bahamas with cruising permit?

The boat is in the Bahamas and I need to send a few parts to a guy there to do a few repairs. Has anyone tried to send parts in to someone not named on the cruising permit?
 
Four or five years ago, this was not a problem. However, in recent experience, every time that I have tried to have parts sent for repairs, customs has required duties on the parts. YMMV.
 
Label the package with the name of the vessel on it and the words "Vessel in Transit" either before or after the name of the vessel. The person picking up the package should have the CP or a copy of it with them when they pick up the package.
