Rudder 'holder' on 1982 Marine Trader 34DC

The steel fitment holding the rudder post on my 1982 Marine Trader 34 is badly rusted. There is a wire going from it to the hull zinc. This 6x4 x1 thk zinc goes away in 2-3 months. Im concerned that the rudder itself which has no zinc is unprotected. What kind of bearings are inside the fitment ? plastic or metal? Im going to add a second wire-a flexible one-to the tiller from the hull zinc and repair the steel fitment with zinc spray and epoxy. Any info on this area of the boat will be appreciated . Thanks.

That “rudder carrier” looks like the stuffing box. They are usually bronze and mostly inside the vessel. The rudder itself should have its own sacrificial anode. What is the colour of the oxidation on this “rudder carrier”?
