What is it?

A nice warm and sunny day brought us down to Oceanside Harbor for an al fresco lunch. Saw this "thing" in a slip at the impound dock. Anybody care to guess what it is?

Close, but no cigar. It is a life raft for airliners. They tried it out in a pool and now want to see if it will work on the ocean.

That would have been my guess. The visible end is obviously designed to allow people or equipment to be dragged into the raft. I was a Fire Department rescue diver during my career, and we did a lot of ocean rescue training. I am sure that is why I think it is obvious :-)

Probably an issue with no registration numbers and no revenue and some petty official trying to leverage a buck out of the owner. Am I jaded?

It is not impounded. It in just sitting in a slip close to the impound dock.
