Mississippi River closed at Vicksburg

It seems a barge sank. It also pulled the tug down with it. Apparently the tug is now back up, but barge still there and river still closed to traffic. Mile 422 to 440 closed.
 
Just curious: If the barge was carrying an "uncooperative" cargo such as crushed rock, how would the salvors remove the cargo? When empty, how would they refloat the barge?
 
Big grabber loaded onto a barge, moving the cargo to another barge.
