Maritime Law -- Do you Understand?

My pad gives me an error about 1 minute into the video.....anyone else?

If not, what's the gist of it? Basic maritime courts?
 
Gist is basically what lawyers call conflict of laws, in this case which country's laws apply where and when and the three zones of control for each country and how far they stretch out into the sea.

Thanks...finally saw it.

It used to drive me nuts when the different countries departments of state would go round and round about boarding a ship at sea.

It was like each time was a new process even though just the target ship was a different one.
