Bad day on the water?

I have no idea what's going on here, but it can't be good news. This was out in the Patapsco River yesterday.

Sometimes I wish I still had a 35mm with a long lens.

Salvage I would say. Looks like the hull was wraped with a tarp to keep the water from coming in.
What is that other stuff? Flotation??

The blue looks like a collision mat was applied with the bags maintaining flotation.

Took a dud torpedo amidships. Had torp been live, target would be resting on bottom.
