I have an older (1994) Seaworthy 9' RIB. I believe it was sold by West Marine back then. It has 2 Drain Plugs. One upper to drain the boat and one lower to drain the Fiberglass rigid bottom itself?

What is this plug for?
Ballast?

On a double floored dinghy it is possible for water to seep into the lower hull. That is especially true if you have a storage locker in the bow. It is just to drain that water.
 
I thought that as well but there always seem to be some water in the locker. I guess it could help to keep the bow down. I can't see in well enough to see if there is a blockage. My wife says my was always to big.
