A MA named Rhodes did many similar designs I think one was called Virginia Reel. Much better sea boats than the average cottage trawler type.

That enclosed FB adds sail area and it will sail well sideways. The real answer is NO the sail is for assist-get home-and steadying. May do well downwind in a blow.
