Rudder Filler? put zinc on? MS Pilot 30

It looks like there is filler in the rudder.
What was there or ???
Also should I have Zinc's on the rudder?

Typically a hole in a rudder is there to be able to pull the shaft through.

As far as a zinc on the rudder? Maybe/probably. It depends how parts are bonded and what other zincs are in the circuit.

To plug a hole I did this quick and dirty. Used a hole saw and then bolted the plug back in. Don't know if it does any good but .......

I put my zincs on top of the rudder out of the propwash for lower drag.
