I need a recommendation for a boat yard in the general area of Norfolk, Va. to the upper Chesapeake that can look at a weeping weld leak on a fuel tank and recommend repair options.

When it comes to metal work Howdy Bailey in Little Creek is one of the best in the world.
 
Repair option #1 re-weld. Place an appropriate amount of dry ice in fuel tank then weld. I have done it on petroleum barges before, its an old Texas ship yard trick. The dry ice creates a CO2 cover over fuel and a displaces all 02.
