Tall ship hit by fishing tug!!

Here is another bone head move. How in the world can the captain of a fishing tug not see a tall ship anchored near the mouth of the river he is exiting in broad daylight? I would be surprised if charges aren't laid.

My understanding was it happened at night. Since there are not a lot of details and transport Canada is still investigating, it will be interesting what emerges..

The report talks of "early morning", covers a variety of light conditions affecting responsibilities.
That said, if it was light, and the tug kept a proper lookout, that boat might be hard to not see. But there could have been fog,or other unknowns. Speculative so far.
